Developer Darryl Shaw filed paperwork with Tampa on Dec. 15. He wants to rezone 30 acres in Ybor City. The master plan covers nearly 60 separate plots of land.
Shaw's vision? Up to 2.9 million square feet of space for homes, offices, shops, and hotels.
The site sits east of 19th Street, close to the Hillsborough County Sheriff's Office. It stretches south of Palm Avenue and north of Sixth Avenue, stopping west of the Selmon Expressway. Right now, these plots serve different purposes, but Shaw wants to bring them together under one big plan.
"The Project will transform underutilized lots near and within Historic Ybor City, welcoming new residents, businesses, and visitors, extending eastward the vibrancy of one of America's most iconic neighborhoods," Shaw said in a statement, per the Tampa Beacon.
The proposal puts walkers first. Shaw plans a pedestrian paseo on Ninth Avenue North between North 20th and North 21st streets. Shops at ground height would line East Seventh Avenue. Shaded paths and slower traffic zones would make streets safer, and small parks will pop up throughout the area.
Tall structures could rise in spots outside the historic district. Inside that protected zone, buildings would stay short.
Shaw's company, Casa Ybor, will lead this work. Kimley-Horn & Associates handles engineering. Morris Adjmi Architects designs the buildings.
The filing doesn't spell out exact structures yet. Instead, the rezoning sets up rules for what can happen on this land.
Shaw has spent years rebuilding this neighborhood, which draws crowds for its nightlife and history. This project continues that work.
